Federal courts, state legislatures, and HRSA are pursuing increasingly conflicting approaches to 340B administration, leaving covered entities and manufacturers to navigate a fragmented and fast-moving compliance landscape.

Steven Schnelle will present at the American Society for Pharmacy Law (ASPL) 2026 Conference, where pharmacy’s legal and policy leaders tackle the issues shaping the industry. His session, “340B at the Crossroads: Courts, States, and HRSA Collide Over Contract Pharmacies,” will cover recent appellate rulings on manufacturer contract pharmacy restrictions, state protection laws and the preemption challenges they face, and HRSA’s revised dispute resolution process and rebate model pilot.

Attendees will leave with practical frameworks for assessing litigation risk, structuring operations around surviving state protections, and building audit-ready compliance strategies in a jurisdiction-by-jurisdiction patchwork of rules.
