Matthew Buckwell

Matthew Buckwell advises clients on digital and communications regulatory matters, with a particular focus on telecommunications, cybersecurity, data protection and the evolving legal framework governing the use of data. He works with multinational organisations, technology companies and communications providers, providing pragmatic, commercially focused advice on both UK and multi-jurisdictional matters.

Matthew has experience of the entire range of telecommunications regulation, including regulatory classification, licensing and registration requirements, engagement with regulators and ongoing compliance obligations. He also advises on commercial telecommunications projects and infrastructure transactions, coordinating cross-border regulatory advice where required.

His cybersecurity practice includes advising on incident response, breach notification and compliance with cybersecurity legislation, including the UK NIS Regulations and the EU NIS2 Directive. He also advises on product security requirements under the Product Security and Telecommunications Infrastructure Act 2022 and the Radio Equipment Directive.

In addition, Matthew advises global businesses on the processing and use of personal and non-personal data. Combining his telecommunications and data protection expertise, he provides specialist advice on ePrivacy, interception and data retention requirements, helping clients navigate complex regulatory obligations while supporting their commercial objectives.

• Advised a major US social media platform on ePrivacy and data retention requirements on an ongoing basis, providing commercial risk-based advice on compliance with competing laws, including data protection, ePrivacy, AI and online safety*
• Advised a major Singaporean/Chinese company on interception laws, EU telecommunications laws and public policy advice on potential changes to the law*
• Advised a global telecommunications hardware manufacturer on telecommunications compliance, including drafting responses to the regulator in the UK, advising on general regulatory compliance.
• Advised a US headquartered telecommunications company on international telecommunication laws, coordinating multi-jurisdictional surveys and advising on ongoing compliance*
• Advised a US-based peripherals and hardware company on product security compliance covering the UK Product Security and Telecommunications Infrastructure Act and EU Radio Equipment Directive*
• Advised an SMS aggregator on UK and international telecommunications compliance, including confidentiality of communications, SMS regulation, cybersecurity. Matt also led the response to a security incident and managed reporting to UK and EU regulators*
• Assisted a client with responding to requests from the UK OPSS with respect to compliance with the UK PSTI regime*
